William Mercer Bishop Obituary. Published by the Tallahassee Democrat on Aug 31, 2000, page 20. Prominent engineer dies. William M. "Billy" Bishop, prominent Tallahassee engineer recognized for his visionary wastewater design projects, died Tuesday night at his home on Mahan Drive of complications from a lung illness. He was 76. His firm, William M. Bishop Consulting Engineers Inc., designed the project that allows Tallahassee to be one of the few cities in the country that reuses 100 percent of is wastewater. Located on Tram Road and now referred to as the Southeast Farm, the 2,200-acre spray irrigation facility has been recognized by the Environmental Protection Agency for its innovation and excellence. "Billy not only was a great engineer but a great human being," said retired attorney Robert M. Ervin, a longtime friend. "He always was concerned about other people." In 1990, Bishop began hosting an annual Christmas party that has raised $50,000 for the Lighthouse Children's Home. Born in Quincy on Sept. 9, 1923, Bishop graduated from Quincy High School in 1941. He served in the Army's 517th Field Artillery Battalion in the Philippine Islands during World War II. After his discharge, he attended Florida State University where he played on the first football team in 1947. Bishop transferred to the University of Alabama and then the University of Florida and graduated in 1952 with a degree in civil engineering. "Billy probably trained 80 percent of the civil engineers in Tallahassee, and he was loved by everyone," said Mike Murphy, a member of the Bishop firm for 28 years. Bishop was active in both state and national engineering organizations. He was a member of numerous professional organizations, including the Florida Engineering Society, the Florida Institute of Consulting Engineers and the National Society of Professional Engineers. He was appointed to the Florida State Board of Professional Engineers and Land Surveyors from 1972 to 1979 and served as president of the board from 1976 to 1978. In 1974, the Florida Engineering Society gave him the Distinguished Service Award, and in 1982, Bishop was named Engineer of the Year. He is survived by his wife of 50 years, Jean T. Bishop of
Tallahassee; a daughter and son-in-law, Jan and Jim Colbert of Tallahassee;
two grandchildren, Lynn and Billy Colbert of Tallahassee; one niece, Linda
Smith of Tallahassee. |
